Former deputy pleads guilty to rights violation

KANSAS CITY, Mo. (AP)--A former Jackson County sheriff's deputy has admitted he violated a teenager's civil rights when he sexually assaulted her in his patrol car.
Matt Whitworth, the U.S. attorney for the Western District of Missouri, on Thursday said 35-year-old Steven W. Burgess of Independence pleaded guilty to violating the rights of the girl, then 15, when he forced her to perform sexual acts in his patrol car in July 2007.
Prosecutors and defense attorneys are recommending a sentence of 14 years in prison without parole as part of the plea agreement.
Burgess pleaded guilty to statutory sodomy and deviate sexual assault last year in Jackson County Circuit Court and was sentenced to probation.
